§ 15-42. Property owner liability.

The owner of any property or premises thereby affected shall be held personally liable for any and all charges imposed under the provisions of this article and such charges shall become and remain a line upon such property until paid. Such charges may be collected from the owner by an action in the name of the town. Said action may be for the enforcement of the lien created hereby.
